Bug Symptoms
Virtual display creation for a streaming session consistently times out waiting for Windows to enumerate the display, failing all 3 retry attempts, both before and after a full PC reboot. The encoder-probe virtual display (used to test encoder capability) creates and tears down successfully — only the subsequent stream display fails.
Every attempt (3/3, across 2 separate sessions, including after a full reboot) times out waiting for Windows to enumerate the virtual display. Session falls back to [Desktop] app with no virtual display.
Expected Behavior
Stream virtual display enumerates successfully after the encoder-probe display is torn down.
Just rolled back to Sudo virtual display, works as intended.
