feat: check for both RTAComplete.txt and CopyComplete.txt , once we turn this into a daemon

Currently nvi-demux checks only for RTAComplete.txt to start a demultiplexing job. This might have the side effect of starting a job before all files are copied.

Add a check for CopyComplete.txt as well in the root directory
