Error: rtorrent cannot access external programs (as in issue #1967)

I'm running rtorrent/ruTorrent on a raspberryPi2 with debian buster (arm-hf distro) since about 3 years without problems. yesterday, when calling ruTorrent on my Browser, the apache2-webserver delivers ruTorrent GUI and the log-tab says:

[25.11.2022 22:18:25] WebUI started.
[25.11.2022 22:18:28] rTorrent user can't access 'id' program ...
[25.11.2022 22:18:28] rTorrent user can't access 'stat' program ...
...
same with php and most plugins. So I restarted rtorrent & webserver and tried again, but the errors stay there.
When duckducked this I found this github page and read "issue #1967" and also "pull request #2106" and all the tips there.
Added hard coded paths in webroot/rutorrent/conf/config.php in the section "$pathToExternals". Tried all variations (empty entries, paths in it, both in one section, ...) Restartet the webserver several times, but the issue resists in any case. External programs cannot be accessed :(
rtorrent itself is running in a screen session as user freddy, who is in group www-run.
All files in webroot/ruTorrent/ are owned by www-run:www-run and rights 0775.
When logged in as freddy, I can access all mentioned programs and an "echo $PATH" lists the correct paths, where all programs can be found.
So, what I'm doing wrong? Where I can define the missing paths, so ruTorrent find them? And is this an issue?

found an answer in #1876 (RAM usage) and this seems to work. Meanwhile I've upgraded rutorrent from 3.10 to 4.0 beta, but this hadn't solve the problem. Freeing RAM by killing named (bind9) and associated mysql instances where the solution.
