Revisit status messages

Status messages should be at least 2Hz (Jasmine doesn't have to send them back to the base station at that rate, but she could...)

These should include current position (as they currently do), and if possible a "speed (rpm)" would be desired.

I would also expand the status message, so we get more than "BUSY" or "NOT BUSY". I'd reccomend something like the following:

  START/STOP,

Also, this should probably include the Hall Effect sensor's satus, if convenient.
