suggestion: allow outputs to be a map of name to expression or value

We have identified use cases where it would be useful to define constant output values in the output of a step or workflow.

At the moment outputs are defined as `Map[string, {expression}]` would instead like to see them defined as `Map[string, {any | expression}]`
