Why is having a internal representation useful to various stakeholders?

• Creating a standardized in-memory representation will encourage library developers to build a parser that will produce the in-memory representation and other tooling will be built on top of that. This will help prevent every tool builder from re-inventing the wheel.
• Is that "in-memory" thing a representation or API, or both?

Next week: Show and tell on what folks think might be helpful for us to narrow down what we think the output of a standardized parser.
