User Story
As a tooling user I want to see when new tools are added to the repository on #tooling Discord channel.
Detailed Requirement
As part of marketing activity it'd be great to get some outbound notifications when new tools are added to the repository.
To that end our new Discord environment seems like a good place to start:
- Add statistics generation to the build and a diff on old/new docs/tools.yaml.
- Use stats & new tools to drive messaging.
This is most likely best done as a "summary", possibly with the statistics checked back into the repository to drive a changelog.
