NTR: life cycle temporal boundary

After trying in vein to obsolete the class here: obophenotype/uberon#3488

I now I guess need to either

1. Add it to COB or
2. Request some kind of temporary "exemption" mechanism in COB for some classes not needing an upper level alignment due to their lack of importance or something.

In any case here is the class:

The original definition is

A temporal boundary connecting two life cycle stages that follow in immediate succession. A temporal boundary is an abstract, instantaneous entity.

I don't know where to put it but it would go under https://www.ebi.ac.uk/ols4/ontologies/bfo/classes/http%253A%252F%252Fpurl.obolibrary.org%252Fobo%252FBFO_0000035 in BFO I assume..
