Earliest OCaml version

I was fixing namespacing issues in ocp-index, and updated the version of cmdliner on the way and pushed a bit too eagerly to master (should change my default push ...).

Apparently, it's ocaml 4.08+ only. At this point I would be of the opinion to drop those old ocaml. Opinions ?
