Language Leader for Punjabi

Hi, I would like to add support for Punjabi language. I have created a PR and would be happy to become the language leader in Punjabi.

Thanks @synesthesiam and @andreasbrett. I'll continue adding additional translations. I am also training a custom whisper small model for this but will discuss that later.
