[Bug] Undo and Redo buttons don't work in microscopy

Steps to Reproduce

1. Display https://viewer.ohif.org/microscopy?StudyInstanceUIDs=2.25.269859997690759739055099378767846712697
2. Add some measurements
3. Delete some measurements
4. Click the undo and redo buttons

Note this occurs in 3.11.1 and 3.12

The current behavior

Nothing happens

The expected behavior

The measurement returns with the undo button and is gone with the redo button
