I'm not sure whether the Change Color feature is actually required or has ever been implemented. It might be worth verifying the intended behavior before treating this as a defect.
Steps to Reproduce
Open an image in the Basic viewer.
Create a measurement (e.g., Length, Angle, or Ellipse).
In the right panel, open the measurement's context menu(...)
Select Change Color.
The current behavior
Nothing happens after selecting 'Change Color'

The measurement's appearance remains unchanged.
The expected behavior
The user is able to change the measurement color, and the selected color is applied immediately.
