Add support for deployment of locales files #244

Environment:

- Ansible 8.0.0
- osc.open_ondemand 3.1.4
Add support for deployment of locale customisation files to /etc/ood/config/locales/ support for which is described in Customize Text in OnDemand.
Rather than overloading an Ansible variables file, support a parameter, ood_locales say, which specifies a directory on the control node with the locales files to be copied to the target nodes.
