Fix test for shell env files #73
Description
With a2a7ffd and 212fce8 the env configurations for the shell application are allowed to differ, so this test case is currently skipped for the env file.
This ticket is to come up with an appropriate test case for the shell apps env file that allows for the allowlist being different for different portals.
