Setup Hugo for 2018

We are going to switch our site from jekyll to hugo (https://gohugo.io). The steps that we need to do are:

• Freeze master branch
• Create 'hugo' branch
• Choose templating base
• Migrate templates
• Setup build pipeline
• Generate our first version

Template migration is partial by now, will add full support this week.

After that, I will create the new pipeline setup.
