Specify what is a Layer

I think it would be nice to specify what is a Layer. The term is used in several places and the protocol relies a lot on it but what is it exactly?
(Or maybe I have just not touched graphical modeling for too long and it is not necessary here but maybe just point to a definition somewhere?)
