support ordering of playlists on playlists tab

Right now they are displayed by date published. This is a backend limitation on collection list - there's no sorting method. 

I was thinking we could use the homepage settings json to add a custom sort order. It should take into account any unresolvable playlists (e.g. deleted) and skip them.
