Selective Blob Storage by Address Filter

Add a beacon node flag or config file that accepts addresses (e.g., batch poster addresses) and stores only blobs matching those addresses in addition to the custody requirement. This would maintain the same bandwidth usage (since DAS sampling still requires >50% of columns for reconstruction), but reduce storage overhead for operators interested in specific blob data
