Invalid attnets field in reqresp metadata when on all subnets #15826

Describe the bug
I'm attempting to get a number on how many nodes on the network are subscribed to all attestation subnets. I have good data for other CLs, but prysm is suspciously reporting 0 for all_subnet nodes.
Has this worked before in a previous version?
