`--clear-db`, `--force-clear-db` does not clear the whole DB

Describe the bug

Running the beacon node with the --clear-db or --force-clear-db does not clear the genesis file in the DB.

Example of genesis file:
genesis-1742213400-0x212f13fc4df078b6cb7db228f1c8307566dcecf900867401a92023d7ba99cb5f.ssz

Has this worked before in a previous version?

It worked before:

• initialize genesis data asap at node start #15470
