Sync strategy after reconnect (conflict basics) — later

Goal: Define a minimal sync/conflict strategy.

Acceptance criteria:
- When coming back online, pending changes sync to API
- Simple conflict policy: "last write wins" for MVP
- Log and surface conflicts to user (toast)
