External users don't have or want to clone the tours repo.
We want to provide an easy process for them to submit a tour for review by the OneZoom team.
The existing plan is to automatically create a GitHub PR into the tours repo for us to review.
Open Questions
- Do we need a way to feedback when it's published? Perhaps pointing them to the GitHub PR and telling them to subscribe is enough for now?
