Adjust Nginx install to allow static folders in all applications

See #912 (comment). Is there a way to let nginx know that any calls to /*/static should simply serve up the files in the corresponding folder @lentinj ?

location blocks can be defined with regexes, e.g:

You could do similar for the overall static block, but I think we'd be better off simplifying the NGINX config by re-arranging files in the repo to better match the layout seen from NGINX, with symlinks to manage extra directories.

Obviously the extinct tree data is going to be different, but is there a reason we need different javascript assets?

At the moment, the extinct tree is running the main branch javascript, and the "main" tree, which is in the same web2py installation, is running production instead. This is pretty unusual though.
