Implement the function of siteagent in Java

Now we need to run siteagent from cqptoolkit, we can move the function of siteagent from cqptoolkit to OpenQKDNetwork.

We need to implement the following function

1. RegisterDevice
2. GetSiteDetails
3. StartNode

In this way, we only need to run DummyDriver from CQPToolKit.
