[REQ][Java][Microprofile] Make ApiExceptionManager optional

Is your feature request related to a problem? Please describe.

When generating a microprofile client it always generates an ApiExceptionManager.

Furthermore, this ApiExceptionManager is annotated with @Provider.
This makes it a global exception handler.
This is a bad thing.

I propose that the @Provider annotation is removed.

In addition, I would suggest that the @RegisterProvider is made optional.
