Active folders heading is missing from the creative commons settings

Describe the bug
Currently, the active folders header is missing from the active folders list in the Creative Commons setting.

To Reproduce
Steps to reproduce the behaviour:

1. Go to Settings tab
2. Click on the Folders settings
3. The list of active folders is present, but the header with the heading "Active Folders" is missing

Expected behaviour
The expected behaviour is to have the Active Folders header as described in the Figma design
