Default MAC address is assigned all zero's in openMAC designs

Bug Description:
VEth/UDP is not working in the below 3 openMAC designs.

Bug Summary:

• In Linux PCIe design, when random/onboard MAC address is assigned, VEth is not working
• In Windwos PCIe design, when random/onboard MAC address is assigned, VEth is not working. But with default MAC address(00:00:00:00:00:00), VEth works properly.

Expected Output:

• VEth/UDP should work properly when MAC address is assigned.
