[FR] Add Bank Financial Data From FFIEC NIC

The Federal Financial Institutions Examination Council hosts a repository of financial data and institutional characteristics collected by the Federal Reserve System.

The repository includes detailed metadata and historical reports in a number of formats.

This data is important for any Financial sector or macroeconomic analyst.

The initial focus should be on the institutions classified as GSIB and Large Holding Companies, as well as regional banks that are publicly traded (not OTC).

The data is very dense and layered, and the end goal is to expose all of it efficiently, organized, and ready to use in notebooks, Workspace, model inputs, etc. along with corresponding metadata.

Mapping between RSSD IDs and their primary ticker symbol will be required, along with a way to search and retrieve company metadata.

Code can be added to the openbb-federal-reserve provider extension, no new provider is required.

PDF items, like BHCPR Peer Group Average Reports, will need to follow a pattern similar to FOMC documents.
