[google-safebrowsing] Support Yandex SafeBrowsing

Use case

Yandex (russian Google-like search engine) has absolutely same SafeBrowsing service with same API as Google's one so google-safebrowsing connector can be possible used with Yandex SafeBrowsing service.

Current Workaround

No workarounds.

Proposed Solution

Change code to support change API Base URL.
