Changing an ID for an org, source, collection, etc.

Currently, there is no process for replacing an ID for any OCL resource. How would we, for example, change this org ID from IHTSDO (which is outdated) to SNOMED-International? The process likely involves creating a new org and reloading the content, but users of that content would be impacted.
