Selecting repo in global search should navigate to latest not head

• Add Latest Release column in global search for repositories (should say the ID of the repo version)
  • How to handle repos with no release?
• When clicking on a repo to navigate to the repo details page, when no specific version in the URL, go straight to the latest release instead of HEAD
