Add a OEMetaBuilder

Description of the issue

Similar to the builder on the OEP we should provide a simple interface to create oemetadata. It should be based on frictionless.py tooling if possible (if all tooling is usable with our schema)

Ideas of solution

A simple tool to:

• import oemetadata creation module into code
• template system to ease creation in case of "common" data (define once apply to all dataresources)
• Interfaces to create any part of the oemetadata based on input strings, json, python dict ...?
