Support LTS releases of Liberty container images for 2 years

At the moment, only the last two long-term supported (LTS) releases of Liberty container images are refreshed and supported. Extend the support period to 2years. 

Note: This support wouldn't go back in time. The consideration is for 25.0.0.x releases and beyond only.
