Consider a shortcut in dev mode for developers to execute the package goal (including the relevant pre- and post- goals) to generate a package of the project (e.g., a war file) that you can then use for further testing or for inclusion in a container image.

Another quick option to consider is to send a reminder in the dev mode console or on dev mode's exit to remind users to run the packaging goal(s) to create a package themselves.
