Devc changes to pom dependencies are not picked up

Changes to dependencies in the pom.xml file are not currently picked up by devc. The workaround is to stop dev mode and start it again.

This occurs regardless of whether generateFeatures=true or generateFeatures=false

MacOS, Java 11, Maven 3.8.4

Observed the same behaviour with the current from main (3.6-SNAPSHOT) and the Liberty Maven Plugin 3.5.1 release.

Changed the MicroProfile umbrella dependency version in the pom.xml:

    <groupId>org.eclipse.microprofile</groupId>
    <artifactId>microprofile</artifactId>
    <version>4.1</version>
    <type>pom</type>
    <scope>provided</scope>
</dependency>

to:

<dependency>
    <groupId>org.eclipse.microprofile</groupId>
    <artifactId>microprofile</artifactId>
    <version>3.0</version>
    <type>pom</type>
    <scope>provided</scope>
</dependency>
