Update diagnostic message for missing feature for config element? #241
Description
In the case where someone has specified an include file with more features (or have a file in configDropins/defaults or configDropins/overrides), should we add something to this diagnostic along the lines of
"If a relevant feature is configured in a separate Liberty configuration file that is included in the Liberty server, this diagnostic can be ignored."
