Add information popup for RHJ 1.55.0+

Need to add a notification with information pertaining to RHJ and LSP4Jakarta compatibility for RHJ versions containing LSP4J 1.x.

• Should display when any version of RHJ 1.55.0+ is detected during activation
• Popup message: "Liberty Tools does not fully support Redhat Java {version}. Some language server features will not work. Use Redhat Java 1.54.0 to ensure full compatibility."
• Link to Redhat Java extension page for version 1.54.0
• Need to capture this as a known issue in the next release notes

Should be able to remove this check when LSP4Jakarta supports LSP4J 1.x
