Support for OCP 4.18

Add support for OCP 4.18 (GA Tentative Feb 2025 GA Feb 25, 2025). Support must be added before March 25, 2025.

• Evaluate the deprecations, release notices and documentation to identify any breaking changes that could impact our Operators

• Run e2e tests on OCP 4.18

• Run kind-e2e tests on Kubernetes 1.31

• Run e2e tests on Airgap env with OCP 4.18

• Completed for WLO

• Completed for OLO

• Completed for RCO
