Support Day 2 operation for gathering trace for app/server at startup

The OpenLibertyTrace operation can only be requested on running servers/pods. Consider support to enable trace on startup. Pod names aren't fixed and wouldn't be known in advance to specify in the request (except when StatefulSet is used). We'll also need to workout where the user would initiate such a request (OpenLibertyTrace CR or a new CR or in the app CR itself).

I have this defect 30808 on zLinux OCP (slack discussion about the defect is here). They requested me to get different traces and updated server.xml to increase transaction timeout as a workaround.
Right now to get trace during app start, I need to update the server.xml to with the trace string, rebuild checkpoint app image on zLinux VM using EBC/Jenkins which can it can be very slow sometimes, then deploy this new checkpoint image with the trace string to the zLinux OCP to capture the trace during app pod start

I hope WLO/OLO day 2 operations can help getting the trace during server startup to speed up the process
