Update Open Liberty bundle for JSP for Jakarta

Following multiple discussions, there is the bundle com.ibm.websphere.javaee.jsp.tld.2.2 in Open Liberty that is used only for tools. This package is currently transformed for the Jakarta changes but is missing some transformations on some xsd and tlds (see OpenLiberty/open-liberty#13974). Since Jakarta support is currently not being worked on for tools, there is no way to currently test the changes proposed here. Once Jakarta support starts being worked on, the changes should be tested before merging to verify there are no breaks in tools.
