InstallUtility fails with timeouts when DHE under heavy load #33697

Can we do anything from Liberty to be more tolerant of a heavy load on DHE.
One thing I noticed was that we have a socket timeout set to 5 minutes. If we don't receive any data i 5 minutes it times out. I have experimented with increasing this and it does help prevent timeouts. InstallUtility can take a long time to run but it does complete successfully, even if it is very slow.
