Reorder certification pages for MicroProfile and JakartaEE #3979

Regarding https://openliberty.io/certifications/
It would be better if the certificates were ordered from newest to oldest versions. E.g. MicroProfile 7.1, 7.0, 6.1 ... instead of 4.0, 4.1, 5.0 ...
