Enable users to open cloud version of a guide directly from the main guides page #4031

On the openliberty.io/guides page, many of the guides cards have an orange RUN IN CLOUD tag. This simply indicates that this guide has a cloud-hosted equivalent available:

You have to go to the guide page to then launch the cloud-hosted guide from the green Run in cloud button on that page:

I often think the orange tag on the main page looks like a button. It would be nice to be able to click that tag as an actual button that provides a direct link to the cloud-hosted version of the guide, rather than having to click into the guide page first.

The visual design could change from the orange tag. The main request is that it's possible to open the cloud-hosted guide directly from the /guides page (one less link).

I don't think this should be a problem for analytics as long as we can track individual guide visits on the cloud-hosted guides (I think we can? Check with the dashboard and Morgan).
