Display Out of Stock Products missing in store config?

admin panel > System > Configuration > Inventory (located in the CATALOG section in the left menu) >Stock Options > Display Out of Stock Products

I only have the "Display Out of Stock Products" in the "Default Config" scope. I am not sure if this should also be available in the store scope?
