We install https://github.com/OpenMage/dev-translations, but we dont use it.

Somewhat related, that Adminhtml Controller and Blocks could use their respective Module Translation Domains.
Like if Mage_Adminhtml_Tax_RuleController would use Mage_Tax instead of Mage_Adminhtml, that could clean up some duplicated translation keys.

(in my opinion: Mage_Adminhtml should be split up into their modules if able)

@sreichel i don't know if i make an extra Issue for this, but for "disable Module Output"
if for example Mage_Tax gets disabled, would you assume that the blocks under Mage_Adminhtml_Block_Tax get disabled too?
(this is for setting getModuleName which affects both translations and isModuleOutputEnabled)

As long as the Adminhtml Blocks aren't moved to their Modules yet
