Email feedback after institutional CLA is modified

Per Oguz:

When a developer who isn't authorized to sign a CLA is added to an institutional CLA by a manager, send the developer an email saying they've been added. Possibly let the developer know who added them.

Also, after any add/remove on the list of developers in an institutional CLA by a manager, send email to the manager detailing what changed.

Are github notifications allowed via the API, rather than an email, for Github-identity-only users?

Per 4/21 meeting, some kind of an "Export to PDF" (or a print-friendly view) of the signed CLA page that doesn't have the scrolling section in the page.
