[Improvement] Check for a new version

I notice that there are a lot of problems with old versions of the program at https://opennumismat.idea.informer.com/. I checked, by default, the check for a new version is checked during installation. I'm not sure if users unchecked it during the installation process or later. Maybe after starting the program, a message appears that there is a newer version, it doesn't appear anymore or something similar. In my opinion, this message should be made to appear every time you start it until it is updated. Ultimately, this is in the user's interest to work with the latest version.

Also, in the message about a new version in the program, you can add a link to the description of the changes, so that the page opens according to the set language of the program for convenience https://opennumismat.github.io/open-numismat/history.html
