Space time chart panning gets stuck near the bottom

What happened?

When panning (click and drag) the space-time chart, when you scroll at moderate speed, it gets stuck near the bottom. You then either have to regrab or scroll.
On the version deployed in osrd, re-grabbing doesn't help, to see the bottom, you'll have to scroll.

What did you expect to happen?

I expect the panning to allow me to pan to the bottom.

3. Pan to the bottom, while not being too slow
