[isocode] Translator access request

I would like to ask for access to help translating OpenTTD and its subprojects into name.

The name language is well known to me, and I promise to cooperate with my fellow translators to give the end-users the best experience possible.

The process for adding a brand new language is a little different. The base translation is in english.txt in the OTTD repo. Start translating that and when it's at least 75% complete, raise an issue there about adding it with the initial translation attached, and we can take it from there
