Issues building on Windows (DPDK Build Issue?)

Hi I'm having some issues building MTL on Windows. Apologies in advance I'm not a developer but have pasted the output of MSYS2 so you can see where I ran into issues, I hope this is of use to you? I've tried building MTL on both Windows 11 and a Windows Server 2025 clean install and run into the same issues on both when I get to the section of the guide where we have to build DPDK.
